For a desk, a pencil case or a party bag?

Each format has an obvious home. Fidget pens are the ones children take to school and the reason this section moves; they are handled constantly, so a sturdy clip matters more than the ink. Twin pen sets suit a desk or a stocking. Pencil and topper sets are the party-bag choice, because they split — one gift becomes several.

Does a licensed novelty pen actually write?

It does, and that is the practical difference. These use standard ballpoint refills at normal ink quality rather than the dried-out cartridges typical of unbranded novelty pens, so the character sits on a pen that survives a school term.
